Cet article explore un point aveugle de la thèse d’Albert O. Hirschman dans Les passions et les intérêts : le topos du doux commerce aurait disparu des consciences au XIXe siècle en raison des conséquences sociales de la révolution industrielle. Pourtant, dans les débats qui animèrent les penseurs « industrialistes » sous la Restauration (1814-1830), l’association entre paix civile et développement économique prit de nouvelles formes topiques et argumentatives avec le passage conceptuel de la « nation commerçante » à la (...) « société industrielle ». Ce passage n’est pas neutre : il reconfigura la topographie du doux commerce. D’une part, le thème de l’industrie pacifique superposa au modèle de l’échange marchand (délibératif et plutôt égalitaire) celui de l’atelier productif (coopératif et plus hiérarchique). D’autre part, il ouvrit la perspective non plus d’un simple adoucissement, mais d’une substitution radicale de l’intérêt aux passions et d’une élimination totale du conflit par la paisible exploitation de la nature. Toutefois, l’émergence de la question sociale sema la discorde au sein des industrialistes : sans rejeter entièrement le lieu commun, les saint-simoniens se séparèrent des libéraux en détachant le thème de l’industrie pacifique du dogme de la libre concurrence. De tout temps, les hommes d'Etat ont eu pour préoccupation majeure de réaliser l'intégration de leurs citoyens. C'est ce souci qui conduit, dès -334, Alexandre le Grand, élève d'Aristote, à l'élaboration d'une pensée unique et universelle pour assurer la cohésion de son Empire à l'échelle planétaire. La pensée devient alors, par sa fonction d'intégration, une entreprise gérée par l'Etat qui la fait évoluer selon des procédés appelés à se transmettre d'Empire à Empire. L'enquête menée par l'auteur, en suivant la formation (...) de la pensée universelle en milieux grec et romain, sa rivalité avec le judaïsme, sa rencontre avec le christianisme et sa confrontation avec l'Islam révèle les enjeux de fond qui expliquent la genèse de la pensée en Occident et les temps forts de son évolution. C'est à la lumière de ces enjeux que se sont trouvés éclairés les grands phénomènes de l'Histoire tels que la construction de l'Europe, les Renaissances et les profondes transformations mentales, culturelles et sociales qu'elles provoquent dans les sociétés d'Occident, l'explosion des hérésies, (des albigeois, des vaudois... ) et leur répression, les guerres saintes (le djihad, les croisades), l'antijudaïsme précurseur de l'antisémitisme, l'inquisition... Poursuivie jusqu'à Saint Louis, l'enquête a confronté l'auteur à trois espaces: l'Orient sunnite et chiite, l'Espagne musulmane et l'Occident chrétien et à plusieurs courants de pensée. En cela cet ouvrage pose un jalon essentiel dans l'exploration de l'histoire de l'Occident dans ses rapports avec l'histoire universelle, l'histoire du Saint-Siège et celle des minorités à laquelle Denise Bonan accorde une grande place. ABSTRACT In the contemporary philosophical literature, ideal virtue is often accused of setting a standard more appropriate for saints or gods than for human beings. In this paper, I undermine divinity-infused depictions of the fully virtuous, and argue that ideal virtue is, indeed, human. I focus on the virtuous person’s imperviousness to temptation, and contend that this imperviousness is not as psychologically implausible as it might seem. I argue that it is a virtuous person’s subjective construal of a situation that (...) silences reasons in favour of acting contrary to virtue. That silencing, however, is not the whole story when it comes to their practical reasoning. Practical reasoning can, and often does, continue beyond silencing, particularly in the search for what Bernard Williams calls ‘constitutive solutions’. The upshot is a view of the virtuous as less god-like and more human—who will sometimes have to figure out what the virtuous response to a situation is, and who can still care deeply about the central concerns of human existence, including their life, health, loved ones, and life projects, even if those things will never provide them with a reason to act contrary to virtue. While the realm of bioethics has traditionally focused on the rights of the individual and held autonomy as a defining principle, public health ethics has at its core a commitment to the promotion of the common good. While these two domains may at times conflict, concepts arising in one may also be informative for concepts arising in the other. One example of this is the concept of a “right not to know.” Recent debate suggests that just as there is a (...) “right to know” information about one's genetic status, there is a parallel “right not to know” when it comes to genetic information that if communicated, could be detrimental to an individual's social or psychological well-being. As new genetic technologies continue to change the nature of genetic testing and screening, it is crucial that normative frameworks to guide and assess genetic public health initiatives be developed. In this context, the question of whether a “right not to know” may also be said to exist for populations on a public health level merits attention. (shrink)

This paper is significant in its exploration of the experiences of children designated as ‘lower-attaining’ in British primary schooling. It is underpinned by Nancy Fraser’s conceptualisation of a global shift from government via nation-state welfare structures to governance through supra-national financialised neoliberalism. Within this context, we take the innovative path of investigating how ‘lower-attaining’ children explain perseverance with hard work at school within neoliberalism’s ‘cruel and cynical fiction’ of social mobility. Our extended interviews with 23 ‘lower-attaining’ children over two years (...) provide findings which indicate – with a startling vividness – that these particular children experienced loneliness at school and blamed themselves for being inadequate and inferior. Fear appeared to be an essential component of their schooling system and sometimes elicited from them anger as well as humiliation. In particular, these children feared being assessed and sorted according to attainment. We propose that these factors often led the ‘lower-attaining’ children to experience schooling as at least uncomfortable. And yet they came to accept as fact the fiction that they were inadequate; and to perceive that perseverance in conforming to schooling’s rules was their only chance of not slipping out of the race altogether. In this article, we explore the concept of a “right not to know” on a population rather than individual level. We argue that a population level “right not to know” is a useful concept for helping to define the appropriate boundaries of public engagement initiatives in the emerging public health genomics context.

The fate of root epidermal cells is controlled by a complex interplay of transcriptional regulators, generating a genetically determined, position‐biased arrangement of root hair cells. This pattern is altered during postembryonic development and in response to environmental signals to confer developmental plasticity that acclimates the plant to the prevailing conditions. Based on the hypothesis that events downstream of this initial mechanism can modulate the pattern installed during embryogenesis, we have developed a reaction diffusion model that reproduces the root hair patterning (...) previously observed experimentally. Under all growth conditions, an almost equal spacing between root hair forming cells was observed both in vitro and in silico, indicating that long‐range intercellular communication is crucial for the trichoblasts' decision to form a root hair. We assume that a hair growth promoter (HGP) is upregulated in root‐hair‐forming cells by a trichoblast‐specific component. Once established, HGP production is self‐enhancing. The autocatalytic regulation of HGP is antagonized by an HGP‐produced hair growth inhibitor (HGI). HGI is exported from trichoblasts and diffuses to neighboring cells, where it inhibits further HGP production and promotes the non‐hair cell fate. Under conditions of phosphate deficiency, we hypothesise that HGP production is increased and HGI diffusion rate is reduced, leading to a position‐independent formation of extra root hairs. The diversity of state confidentiality laws governing public health data presents a significant challenge for public health initiatives. This challenge is further complicated by the array of confidentially laws that are relevant within a state as disclosure and usage standards vary depending upon data holder, type, and source. These laws often have not been updated to address modern confidentiality risks such as unlawful data linkage or breach, leaving many public health organizations without clear guidance in the contentious area of individual (...) privacy. To address these challenges, public health organizations have increasingly turned to the science of de-identification, but whether de-identification adequately meets the many and varied state confidentiality legal requirements remains an unanswered question. How is religion experienced in public institutions? In schools is there respect for the various religions or do teachers legitimize their own beliefs? To understand these issues we participated in religious education classes, we interviewed teachers and servants of the city hall and city hall. From the results we can point out: The symbols and religious practices are present in public spaces, where one should excel in the principle of laicity; in the Teaching of Religion, in general, prevails to the (...) religion of the teacher; the other are seen as beliefs; the child who is opposed to the teacher’s attitude ends up being discriminated against and excluded.
